Users of the the Geospatial Commons expect well-documented, current, and useful data and application resources. They have high expectations of publishers to produce and maintain this content, along with the associated documentation. Publishers have a responsibility to notify users of changes, especially to "foundational" resources that are unique, complete, or popular. There are a lot of judgment calls in shouldering that responsibility, and of course it needs to be balanced with the requirements of the users within the publisher’s organization. Various Commons publishers and Minnesota IT Services staff developed Communication Guidance for Resource Changes to assist publishers in understanding this responsibility to effectively communicate changes and reduce disruptions.
